We're providing water and wastewater to an expected 4,500 new homes in the Cleveland development area, which is part of the West Dapto Urban Release Area (WDURA) and Adjacent Growth Areas (AGA).

This will require:

  • a new 3.8 kilometre drinking water main
  • about 10 kilometres of new wastewater pipes
  • upgrade of the existing wastewater pumping station on the corner of Fairwater Drive and Riverpark Way, Horsley.

Building new water and wastewater networks in the Illawarra enables new communities to grow.

Project timeframes

Work on this project will be staged, with multiple crews working in the area to deliver this project as quickly as possible. We wanted to thank the community for their patience and understanding as we deliver this work as follows:

Lot A1

July 2024 to October 2024

A new 365 metre drinking water main along Bong Bong Road.

Lot A2

Postponed

A new 3.4 kilometre drinking water main along Cleveland Road.

Lot B

May 2024 to July 2025

A new 8 kilometre gravity wastewater pipeline.

Lot C1

July 2024 to July 2025

An upgrade of the wastewater pumping station located on the corner of Fairwater Drive and Riverpark Way, Horsley

Lot C2

April 2024 to October 2024

A new 1.4 kilometre of gravity wastewater pipeline.

Lot C3

March 2024 to July 2024

A new 680 metre wastewater pressure main from the wastewater pumping station on the corner of Fairwater Drive and Riverpark Way to Bong Bong Road.


What you need to know

We have set up our main site compound on Cleveland Road, near the Daisy Bank Drive roundabout. This is where our main office and amenities are located.

Areas impacted by this work will be restored as close as possible to pre-construction conditions.

Work for this project may be noisy and disruptive. Residents may notice an increase in vehicle movements, noise, and dust around work areas. The South Region Delivery Team, D4C, will reduce these impacts as much as practicable while aiming to finish the project as quickly as we can.

Our work hours are:

  • 7 am to 6 pm Monday to Friday
  • 8 am to 1 pm Saturday

We may need to do some work at night but we’ll let local residents know before we do.

Project approval

On 14 June 2013, the Minister for Planning and Infrastructure granted the following approvals under Part 3A of the Environmental Planning and Assessment Act 1979:

  • Concept approval to provide water and wastewater services for the West Dapto Urban Release Area (WDURA) and Adjacent Growth Areas (AGAs)
  • Project approval to provide water and wastewater services for the WDURA first release precincts.

On 6 January 2016, the Minister for Planning and Infrastructure granted a modification to the concept approval. This enabled the boundary of the concept approval to be aligned with the boundary of the project approval area. The modification also had the effect of removing equivalent or duplicate Minister's Conditions of Approval (MCoA). The project was then named 'Water and Wastewater Servicing of the West Dapto Urban Release Area precincts of Kembla Grange, Sheaffes/Wongawilli and West Horsley'.

Compliance

Sydney Water has developed a Compliance Tracking Program to track and report compliance against the MCoA for Package 3. This program describes compliance responsibilities and provides a clear and consistent format for demonstration of compliance.

Project audit results

An Independent Environmental Audit was conducted on 14 January 2025 to assess compliance with construction stage conditions from the Environmental Impact Assessment (EIS) WDURA MP09_01809 and to satisfy the requirements of Schedule 3 Condition 3.6(c).

The audit report was finalised on 12 February 2025 with the following results:

  • No non-conformances were found
  • One improvement opportunity was identified
  • Four notable practices were highlighted.

The improvement opportunity recommended the updating of some site maps to better reflect upcoming work.

The notable practices highlighted were:

  1. The development of detailed and progressive Erosion and Sediment Control Plans.
  2. The implementation of a robust training register and activity specific environmental training program.
  3. The use of water cart filling stations that enabled the efficient filling of water trucks and reuse of groundwater to mitigate dust emissions.
  4. The preparation and implementation of an advanced material and waste tracking system.

    Construction begins in Horsley

    This month will see the start of construction for the new wastewater pressure main (Lot C3). We will start by installing the pipe directly underground via horizontal directional drilling (HDD) technology. This will require the excavation of two pits, one at the corner of Boddington Way and Fairwater Drive and the other will be excavated with the reserve at the end of Galway Court. These two pits will allow us to lower our drilling machine underground and retrieve it once it has installed the pipe. While some vegetation will need to be removed at Galway Court, HDD greatly minimises the impact to traffic and parking in the area.

    Project approvals

    Our environmental approvals are in place and will shortly be uploaded onto our webpage.

    Preparations underway

    We are also gearing up to start installing the new gravity wastewater mains, starting at Darkes Road (Lot B) and along Riverpark Way (Lot C2). You may see us in these areas locating existing services as we prepare for construction.

    We've established our temporary site compound off Cleveland Road and have started constructing temporary access roads through properties that will be used by our vehicles and machinery during construction.

    Meetings with directly impacted property owners are underway. If you think you own a property that is directly impacted and we haven't spoken to you yet or arranged a meeting with you, please contact us as soon as possible on 1800 006 113 and select option 8.

    Our environmental approvals are well underway and we'll soon be updating our website with the remainder of our documentation that has been approved by the Department of Planning.

    We'll soon be starting construction of the pressure rising main (Lot C3 on map on main page) along Fairwater Drive and Galway Court. This will involve horizontal directional drilling (HDD) the pipe from Boddington Way to Galway Court to avoid trenching through existing private driveways. A drill rig will need to be set up on the corner of Boddington Way and Fairwater Drive at the entrance pit for the drill shot, and some vegetation on the corner of Galway Court and Bong Bong Road will need to be removed for the exit pit of the drill shot. We are currently working through approvals with council and will soon send a notification in the mail to surrounding residents to give them more details about this work.

    We are also gearing up to start the installation of the new gravity mains starting near Darkes Road (Lot B), and from the existing wastewater pump station on Fairwater Drive heading along Riverpark Way (Lot C2). You may see us in these areas locating existing services as we prepare for construction.
