On 25 March 2022, the NSW Government announced the appointment of Sydney Water as the trunk drainage authority for stormwater in the Western Sydney Aerotropolis, including the Mamre Road Precinct.

This means we will be responsible for delivering, managing and maintaining the regional stormwater network along with our drinking water, wastewater and recycled water networks.

Our plan is for stormwater to flow into natural water channels and wetlands instead of relying on buried concrete pipes or drains, as illustrated in the infographic below.

Integration of Stormwater and Recycled Water

The stormwater will then be collected in wetlands harvesting, treatment and reuse as recycled water for irrigation of parks, flushing of toilets and a cooler, greener, Western Parkland City.

The Aerotropolis integrated water system will be the largest stormwater harvesting scheme in Australia.

We will work with Penrith and Liverpool councils who will manage the non-trunk drainage stormwater network within the roads and streets.

This approach offers numerous benefits including:

• a cooler, greener Western Parkland City

• healthier waterways

• a water supply independent of climate or rainfall without using water from Warragamba Dam

• alignment with Aboriginal cultural values and Connecting with Country Framework by using the most natural and non-intrusive design

• meeting the community’s expectations for contemporary urban planning and environmental protection

• more land for development, that otherwise would have housed water infrastructure

• supports growth of surrounding industrial precincts.

Stormwater infrastructure will be delivered gradually over the next 10-20 years in alignment with the predicted completion of the precincts to minimise and manage the impacts of development as it occurs in the Aerotropolis.

We have already developed high-level plans for the precincts’ integrated water systems, which are available with the Precinct Plans on the NSW Department of Planning and Environment website.

We are preparing a detailed business case for further consideration by government.

Sydney Water is continuing consultation with the Department of Planning and Environment and Western Parkland City Authority on the process for acquisition. The stormwater schemes are still in the planning phase so it will be some time before there are construction activities or acquisitions.

    We are pleased to announce Sydney Water, together with the Aerotropolis Independent Community Commissioner Roberta Ryan, is hosting a community drop-in session between 10:00am to 1:00pm on 4 May 2024 at Bringelly Community Centre.

    NSW Government agencies, as well as Penrith and Liverpool council, will be in attendance to provide information and answer questions about developments in the Western Sydney Aerotropolis and Mamre Road precincts.

    As Regional Stormwater Authority, we are committed to enabling the efficient delivery of stormwater infrastructure to service the Mamre Road and Aerotropolis and Initial Precincts.

    We understand that developers are often best placed to deliver stormwater infrastructure, in parallel to land development, on behalf of Sydney Water. To facilitate this, and to allow for a fair and equitable sharing of costs, Sydney Water has prepared the draft Stormwater Developer Works Policy (draft Policy).

    The draft Policy aims to:

    • establish a consistent and transparent process that meets Sydney Water’s regulatory standards

    • achieve cost effective and timely delivery of stormwater infrastructure

    • work collaboratively with developers to align development needs to stormwater management needs.

    Consultation period

    We are seeking feedback from the development industry and interested stakeholders to help refine the draft Policy.

    The draft Policy can be accessed here from Wednesday 15 November to Thursday 14 December 2023.

    Stormwater Management Framework for Aerotropolis and Mamre Road Precinct

    The Framework proposes guiding principles for Sydney Water, in partnership with local councils, Department of Planning and Environment, and developers to manage trunk stormwater infrastructure in the Aerotropolis and Mamre Road precincts. The Framework has three components:

    1. Principles to guide development decisions and stormwater planning
    2. Proposed governance for management and delivery of stormwater assets
    3. Stormwater planning approvals pathway


    Stormwater Scheme Infrastructure Design Guideline

    The Design Guideline outlines Sydney Water’s design requirements for key elements of the stormwater infrastructure. The Design Guideline is currently in a preliminary draft. Sydney Water are publishing it prior to it being complete to allow developers and stakeholders the earliest opportunity to incorporate elements of the guideline that have been developed, into their projects and planning.

    The consultation period for the Aerotropolis Stormwater Management Framework, and the Mamre Road Draft Scheme Plan has now been extended.

    The due date for submissions is now Sunday 31 July 2022.

    We welcome feedback via our online survey. This will help us track feedback consistently across our interested stakeholders and ensure we can analyse and consider this feedback effectively while finalising our plans.

    Additional content regarding stormwater in Aerotropolis and Mamre Road has also been made available online, including:

    Sydney Water has developed a draft Aerotropolis Stormwater Catchment Framework and a draft Scheme Plan for Mamre Road precinct.

    The Framework and Scheme Plan are both draft, and open to feedback from stakeholders, landowners and the development industry until Sunday 24 July 2022.

    The Framework proposes guiding principles for Sydney Water, in partnership with local councils, Department of Planning and Environment, and developers to manage trunk drainage in the Aerotropolis and Mamre Road precincts.

    The proposed Framework has three components:

    1. Draft principles to guide development decisions and stormwater planning
    2. Proposed governance for management and delivery of stormwater assets
    3. Draft stormwater planning approvals pathway

    Also available is the draft Stormwater Catchment Scheme Plan for the Mamre Road Precinct as an example of how the principles will be applied to a particular catchment.

    Information sessions

    Developers were invited to a briefing to understand more about the proposed Framework and draft Scheme Plan for Mamre Road. The briefing was held online on Friday 10 June 2022, from 10am to 11.30am. A recording of the briefing session is available here.

    Landowners were invited to an in-person community information session that was held at Bringelly Community Centre 5 Greendale Road, Bringelly on Saturday 25 June from 10am to 11.30am.

    While we are still in the early stages, we are making progress towards providing more clarity for landowners. Information around land acquisition, however, will not be available until early 2024.

    Developer and landowner information sessions

Come along to hear from the project team about the progress they have made as trunk drainage authority and provide your feedback.
