Greater Sydney’s population is forecast to reach 8 million people over the next 40 years, with approximately half of those people expected to be living in the Western Sydney.

We are investing now to transform and integrate our water, wastewater, stormwater and recycled water systems to ensure we can continue to provide safe, reliable and affordable services to customers as the region continues to grow. This will help respond to the effects of climate change and ensure the health and amenity of Greater Sydney’s beautiful waterways.

By 2056, it is estimated 130,000 new dwellings and 217,000 jobs will be in the Upper South Creek (USC) Catchment region. The Upper South Creek Catchment will also include innovative precincts focused on advanced manufacturing, technology, research, training and education, freight and logistics, agribusiness and mixed-use development.

To support the growth in the region, we are delivering wastewater infrastructure to the western Sydney. This will ensure a resilient, reliable water supply and protect the environment in the Upper South Creek area surrounding the new Western Sydney International Airport.

We will deliver over 115km of wastewater pipelines and 11 pumping stations to service development within the Upper South Creek Catchment, and transfer flows to the Advanced Water Recycling Centre (AWRC).

The Upper South Creek Networks (USCN) Program will provide wastewater infrastructure to the eight precincts in the USC Catchment. The eight precincts are:

  • Agribusiness
  • Austral Leppington
  • Badgerys Creek
  • Cosgroves Creek
  • Lowes Creek
  • Mamre Road
  • South Creek
  • Thompsons Creek.

Sydney Water in partnership with CreekConnect will deliver the first stage of the USCN Program. The first stage includes finalising the design and construction of:

  • Cosgroves Creek Stage 1
  • Thompsons Creek Stage 1
  • Badgerys Creek Stage 2
  • South Creek.

To ensure we are ready to meet future growth and development, we are:

  • working with government agencies to meet growth forecasts and ensure we deliver the right services at the right time
  • protecting public health and the environment by ensuring the community can access safe and reliable wastewater services
  • taking steps to minimise any environmental impacts
  • working with the community and stakeholders throughout the project and keep them informed.

  • Start of work - South Creek pumping station

    We are starting construction on the first stage of work on the Upper South Creek Networks Program, providing world-class wastewater services to Western Sydney’s growing communities.

    We have engaged Fulton Hogan to start construction of the new South Creek pumping station, north of Elizabeth Drive.

    Starting in late April, work will include:

    • site establishment to set up site offices, facilities, stockpile areas and fencing around the pumping station footprint

    • building the temporary access road

    • clearing vegetation and excavation, compacting and grading the ground surface

    • excavation work for the underground structures

    • drilling piles, installing steel formwork and pouring concrete

    • delivery and removal of materials and equipment to and from site.

    Work hours are from 7 am to 6 pm, Monday to Sunday. We won’t work on public holidays. If we need to work outside these hours or at night, we will notify you in advance.

    Sydney Water and our delivery partner, CreekConnect, have been reviewing the proposed infrastructure across the eight Upper South Creek precincts and developed an optimised solution. This reduces the number of pumping stations and kilometres of pipelines we need to service the area.

    We are constructing new wastewater infrastructure in the Cosgroves Creek Precinct, which is part of the Upper South Creek Networks (USCN) Program. This Program will ensure we can provide resilient and reliable wastewater services and meet the demands of a growing community in western Sydney. 

    We have prepared a Review of Environmental Factors (REF) for the Cosgroves Creek Precinct, guided by the Environmental Planning and Assessment Act 1979. The REF assesses and outlines measures to avoid, minimise and mitigate potential environmental impacts, including, but not limited to, noise, traffic, biodiversity and heritage.

    The Aerotropolis Integrated Stormwater Schemes for Wianamatta Badgerys and Cosgroves areas are now live and can be found here.

    To learn more about the Stormwater Schemes, the team will be hosting a community drop-in session this Saturday 12 April 2025 from 9am - 12pm at Carnes Hill Community Centre - 600 Kurrajong Road, Carnes Hill.

    The Upper South Creek Networks (USCN) Program team will also be at the event to answer any questions on the new wastewater infrastructure we are delivering to western Sydney.

  • Austral Leppington Precinct – site investigations

    We are currently in the early design phase of Austral Leppington (previously known as Kemps Creek Carrier Extension project) which is part of the USCN Program.

    The new wastewater pipeline will extend from Austral to the south, towards Camden.

    To assist in our planning, the project team will be carrying out site investigations to confirm existing ground levels and conditions and identify existing underground services.

    Investigation activities will include:

    • carrying out topographical survey

    • underground service locating

    • drilling geotechnical boreholes

    • digging test pits.

    Site investigation activities will start in March 2025. If we need to enter your property, our Community Engagement Team will contact you directly to discuss access.

    Our team are currently undertaking site investigations to assess ground conditions across the Cosgrove Creek and South Creek Precincts.

    Activities will include:

    • carrying out topographical survey

    • underground service locating

    • drilling geotechnical boreholes

    • digging test pits.

    Site investigations will be ongoing in Cosgroves Creek and South Creek until late March 2025. If we need to enter your property, our Community Engagement Team will contact you directly to discuss access.

    The investigations will help us finalise our designs before we begin construction in late 2025.
