Refresh Vaucluse and Diamond Bay

Below the cliffs of Vaucluse and Diamond Bay, wastewater flows directly into the ocean untreated.
It’s time for change and we’re continuing to work to ensure this iconic area of Sydney gets the clean, blue backyard it deserves. Under the Refresh Vaucluse Diamond Bay project we are building new infrastructure to divert the flows from the last three remaining ocean outfalls in Sydney to the Bondi Resource Recovery Facility (WRRF).
The project scope includes:
- two new pump stations (one in Parsley Bay and one in Eastern Reserve)
- 3km of new wastewater pipelines
- upgrade existing infrastructure such us vent shafts and manholes
Whilst challenging, we know this is the right thing to do and we need you to get involved as we fix this problem once and for all.
Refreshing the wastewater system in Vaucluse and Diamond Bay offers multiple benefits—improving the harbour and coastal water quality, as well as protecting the health of the community and marine ecology.
In December 2023, Sydney Water appointed Abergeldie Complex Infrastructure (ACI) to partner with us to build the pump station at Parsley Bay as well as the pipeline to the Bondi treatment plant. ACI is an experienced civil engineering company with 25 years’ experience in delivering complex infrastructure projects in the utilities sector. Sydney Water will work closely with the ACI team to make sure construction activities are monitored and managed to the highest standards.
On 5 June 2024, the project team held a traditional Smoking Ceremony to mark the start of the construction of the project and honour the traditional lands of Birrabirragal Country at Parsley Bay.

The underground drill will reach the surface at Carlisle Street in the coming weeks with the remainder of the pipeline alignment on Carlisle Street to be trenched where it will connect with the existing wastewater network that goes to the Bondi WRRF.
From Monday 31 March 2025 we will be starting work to dig the drill exit pit, complete trenching work, and then install the new pipes from Carlisle Street to Parsley Bay. For the safety of pedestrians, motorists and the community, some changes to traffic and parking are required on Carlisle Street and the surrounding area while this work is being completed. The work will be completed over 4 stages throughout the next 12 months. Please click here to view the Carlisle Street community notification for Stages 1 and 2.
Carlisle Street | Stage 1
Work activities from 31 March 2025 include:
• Site compound establishment
• Site set up for underground pipe exit pit on Carlisle Street
• Temporary removal of approximately 15 parking spaces on Carlisle Street
• Relocation of accessible parking space about 10 metres towards Fernleigh Avenue.
We understand this work may impact the local community and thank you for your patience and understanding while we complete this important work. Traffic controllers and signage will be in place to help pedestrians and motorists around the work sites.

The work will last up to three weeks, weather permitting.
To minimise traffic impacts, we are planning this work during the school holidays. Our work will involve small sections of digging, trenching and saw cutting on the road and parking will be restricted, and areas of ‘no parking’ will be in place. To minimise parking impacts, we will be staging our work in sections as we work along Carlisle Street and Dover Road. The areas of ‘no parking’ will be clearly delineated with traffic barriers and signs advising of dates when no parking will apply.
To ensure the safety of our crew, residents and road users, traffic control and signage will be in place. You can find out more information about our work here.
Thanks for your patience during our work.

Construction activities and traffic impacts on Hopetoun Avenue in 2025

Water trucks will be periodically parked on Hopetoun Avenue to facilitate the removal of excess water until the end of July 2025.
To prepare for underground drilling, we will establish an exclusion zone on a section of the pedestrian path and nature strip on Hopetoun Avenue. This area will be used to unload pipework and install it along the closed pedestrian path leading to Parsley Bay Reserve. To help manage excess groundwater, water trucks will be temporarily parked on the shoulder of Hopetoun Avenue to connect to the and remove water as needed during our work. Up to 8 truck movements a day may be needed, depending on the volume of groundwater. Hopetoun Avenue will remain open to traffic and we will have traffic management in place to direct construction vehicles to our work area and to safely guide pedestrians and road users.
The work area on Hopetoun Avenue is shown on the map below.

The project team anticipates that we will start the construction of the pipe installation in late January 2025.
Temporary removal of parking on Parsley Road
The delivery route for the drill rig will remain open to traffic, however some parking on Fitzwilliam Road (approximately 4 spaces) and the eastern side of Parsley Road (approximately 20 spaces) will be temporarily removed for up to 7 days over a period of 4 weeks. This will provide safe access for delivery vehicles and to maintain traffic flow during the unloading process. The equipment will be unloaded on Parsley Road before being transported down Horler Avenue. Areas of ‘no parking’ will be clearly delineated with traffic barriers and signs advising of applicable dates. We will release parking once the deliveries are complete.
The map below shows where the parking will be removed.

Sydney Water has awarded the contract to construct the new amenities at the Caretaker’s Cottage to Gartner Rose, an experienced construction company with expertise in renovating heritage buildings. Gartner Rose is coordinating construction work and site access with the Parsley Bay pump station main work contractor Abergeldie Complex Infrastructure (ACI) to minimise our impacts to the surrounding community. Both Delivery Partners will be working together to schedule heavy vehicle movements to and from the site, minimise worker parking in local streets, minimise changes to pedestrian access and combine construction progress update for the local community.
Although actual construction work is planned to start later, the site establishment will commence week starting Monday 14 October 2024. The new amenities building is expected to be completed in mid-2025, weather permitting.
