Prospect South to Macarthur (ProMac)

We are building a water pumping station, a reservoir and water pipelines within our Liverpool Reservoir facility in Cecil Hills.

Work will begin to install electrical cabling by tunnelling underneath Cowpasture Road. To minimise impacts to traffic during the day, we’ll complete this work over 10 night shifts between Wednesday 22 September and Friday 15 October 2021, weather permitting.

Traffic changes

During the works there will be changes to traffic conditions on Cowpasture Road. Lane closures and a speed reduction will be in place for the safety of motorists and our workers. Please see map for the location of work.

Our work hours

From Wednesday 22 September we’ll be working at night.

When tunnelling under Cowpasture Road (underbore), we will need to work five consecutive nights to complete this work. For all other activities work will be limited to three nights in a row followed by one night’s rest before work re-commences.

Our nightwork hours:

• Monday to Sunday 7 pm to 6 am

Our standard (day) hours:

• Monday to Friday 7 am to 6 pm

• Saturday 8 am to 1 pm, if required.

As part of the Prospect to Macarthur (ProMac) project we are upgrading the existing reservoir at Cecil Park. We need to repair the entrance to the access road on Elizabeth Drive leading up to the reservoir.

The work will take place between 7 pm Sunday 5 September and 7 am Monday 6 September 2021, weather permitting. We will do this work over one night to minimise impacts to road users during the day.

Traffic changes

We will need to close a section of the westbound lane on Elizabeth Drive between Duff Road and Cecil Road, Cecil Park. All traffic will share the use of the eastbound lane along Elizabeth Drive, managed by traffic controllers. Motorists may experience some delays during this work. We need to return to the eastern end of Feodore Drive between Lancaster Avenue and Clementina Circuit to complete some repair work and install new ground material above the new water pipe. The pipe will not need to be removed to complete this work. This work will start on Wednesday 1 September 2021 and continue for one week, weather permitting.

Traffic changes

As we work in Feodore Drive between Lancaster Avenue and Clementina Circuit, there will be a one week road closure in place for 24-hours a day. Local access will be maintained for residents, however there will be delays. Detours around Feodore Drive will be in place via Spencer Road. Traffic controllers will safely assist vehicles and pedestrians around our work area. There will be increased truck movements through Cecil Hills as this work is completed.

Bus changes

Bus services 807, 827 and school buses will continue to terminate at Cecil Hills High School, with a shuttle bus service to operate along Feodore Drive between Clementina Circuit and the high school. Please allow extra time in planning your journey.

Our work hours

• 7 am to 6 pm Monday to Friday
• 8 am to 1 pm on Saturdays. We will not work on Sundays or public holidays.

Ten months into construction, we have installed over 62% of the 16km pipeline as part of the Prospect South to Macarthur (ProMac) project – made possible by the great work across the project team, our delivery partner ACCIONA and delivery contractors.

Our pipeline progress in numbers:

• Liverpool Reservoir to Cecil Hills – 1.8km of 1.9km complete
• Cecil Hills to Cecil Park Reservoir in Western Sydney Parklands – 2.7km of 3.6km complete. (The underbore of the Westlink M7 Motorway was completed last week, so we are ready to lay the pipe.)
• Range Road to Western Road in Kemps Creek – 4.2 km of 4.6km complete
• Narellan South Reservoir (Mount Annan) to Sugarloaf Pumping Station (Menangle Park) – 1.3km of 6km complete.

We are continuing essential works on the new pipeline in Cecil Hills. We’ll need to install a section of the new water pipe at the intersection of Feodore Drive and Inverness / Clementina Circuit. This work will be completed in two stages across the intersection to minimise impact on traffic.

Construction activities will start on Tuesday 24 August 2021, weather permitting, and take approximately one week to complete, weather and COVID-19 restrictions permitting.

Traffic changes

• stage one – Feodore Drive will remain closed between Inverness Circuit and Clementina Circuit

• stage two – Clementina Circuit will be closed between Feodore Drive and Orleans Circuit. Feodore Drive will be open while this work occurs.

These traffic changes will be in place 24 hours a day. Detours will be in place and traffic controllers will safely assist vehicles and pedestrians around our work area. Local access will be maintained for residents. Please see map for changed traffic conditions.

Bus changes

Changes to the 807, 827 and school bus routes will continue. Buses will not travel along Feodore Drive between Battenberg Close and Cecil Hills High School; instead a shuttle bus will service these bus stops. Please follow all directional signage installed at bus stops and allow extra time in planning your journey.

We are almost finished installation of the pipeline on Western Road between Cross Street and Elizabeth Drive. After installation of the pipeline is complete, we will install a valve on Western Road to control the pressure of the water as it enters homes.

Traffic Changes

During this work, Western Road will be open, and we will maintain one lane of traffic at all times on a stop-go arrangement. The work will take place for a period of up to 4 weeks between Monday 23 August and Saturday 18 September 2021, weather permitting. Please see map for location of work.

We are continuing essential works on the new Liverpool reservoir. This work will not affect your water services.

Sunday works will continue until Sunday 26 September 2021. Work on Saturdays after 1 pm and on Sundays is not expected to be noisy, however, you may notice workers on the roof of the new reservoir using hand tools to install roofing.

From Wednesday 18 August 2021, we will start to prepare the surface of the interior walls for painting. The blasting will take up to six weeks to complete, weather permitting. Unfortunately, blasting activities are noisy, and we apologise for the inconvenience while we complete this task.

We are building a new drinking water pipeline between the Narellan South Reservoir and Sugarloaf Pump Station in Menangle Park (please refer to map). Construction of the pipeline will start in William Howe Regional Park, Narellan from Monday 16 August 2021. Construction activity will move progressively east towards Menangle Park, with works planned to finish in June 2022, weather permitting.

Work will involve

• setting up site facilities and access tracks including the installation of temporary fencing to secure the construction area
• clearing trees and removing vegetation within 30 metres of our work area
• using plant and equipment to dig trenches and pits and remove spoil
• installing pipes and valves in trenches and pits, and connecting them to the existing network
• restoring the impacted area.

What you need to know

No formal walking tracks within William Howe Regional Park will be impacted by our works however, access to certain areas along the eastern boundary will be restricted during construction. Wayfinding signage will be in place to direct pedestrians.

We have recently completed investigation work ahead of installing 5 kilometres of underground electrical cable to connect the new pumping station in Harrington Park to the Oran Park Zone Substation.

Upcoming work

Construction will start on Monday 9 August 2021 and will take approximately 20 weeks to complete. Throughout this period we will start work to pull the electrical cables through existing underground conduits and dig trenches to install new conduits and cables (please refer to the map). We will also use micro-tunnelling methods to install cables underneath The Northern Road in two sections. During this work, there will be some interruptions to power. Endeavour Energy will notify you directly if your property is affected.

Following the construction pause implemented by the NSW Government earlier this month, Sydney Water has reviewed the Prospect South to Macarthur Project (ProMac) schedule and identified critical projects that would jeopardise summer water supply in South West Sydney if further delayed.

Locations to resume

From Monday 2 August 2021, ProMac projects which will resume works within restricted Local Government Areas include:

• Cecil Park Reservoir (Liverpool LGA)
• Liverpool Reservoir (Liverpool LGA)
• Pipeline in Western Sydney Parklands (Liverpool LGA)
• Pipeline in Kemps Creek (Liverpool LGA)
• Pipeline in Cecil Hills (Liverpool LGA)
• Pipeline in Mount Annan (Camden LGA and Campbelltown LGA)
• High Voltage power works in Bonnyrigg Heights (Fairfield LGA and Liverpool LGA)

Currently, the existing reservoir at Cecil Park is offline while our Contractor, Freyssinet Australia, works to upgrade the reservoir. The reservoir can only be offline in the winter months when demand for water is lower. To meet critical program milestones and ensure the reservoir is operational in time for summer we need to continue our works, deemed as critical construction.

What you need to know

Sydney Water will re-commence this work with strict COVID-19 controls in place. Only personnel that are approved to work under the latest NSW Government Guidelines will be permitted onsite. We will have a total of 10 workers attending each site each day. Our workers will travel directly from home to site and back each day and will have no interaction with the local community.
