Prospect South to Macarthur (ProMac)

As you are aware, current NSW Government guidelines require a mandatory pause on all construction within Greater Sydney until Saturday 31 July 2021. In response to this announcement, we will return to Western Road to continue the pipeline installation between Cross Street and Elizabeth Drive once the pause is lifted, or as soon as reasonably practicable.

Upcoming work - Western Road closure

To continue installation of the pipeline, we will need to implement a full closure of Western Road between Cross Street and Elizabeth Drive during the daytime. The work will take place for a period of up to 3 weeks between Monday 2 August and Saturday 21 August 2021, weather permitting and pending NSW Health Advice.

Traffic changes

A section of Western Road between Cross Street and Elizabeth Drive will be closed to traffic during our work hours. A detour will be in place via Elizabeth Drive, Devonshire Road and Cross Street. Please see the detour map. Local access to Overett Avenue will be maintained, however there may be some delays. Please allow extra time in planning your journey.

We will open one lane to traffic outside of our work hours on a stop-go arrangement using temporary traffic lights.

Our work hours

• 7 am to 6 pm Monday to Friday
• 8 am to 1 pm Saturday

In response to this announcement, the Stage 2 closure of Feodore Drive, Cecil Hills is delayed until the pause is lifted, or as soon as reasonably practicable.

Upcoming work

Pending NSW Health Advice, our work will recommence from Monday 2 August 2021. It will continue for 5 weeks, until mid-September 2021, weather permitting. We will resume from the intersection of Feodore Drive and Clementina Circuit, and move progressively toward Inverness Circuit.

Work will involve:

• site investigation works
• digging in the road
• installing the new water pipe and water assets
• restoration of impacted areas.

Work hours

7 am to 6 pm Monday to Friday and 8 am to 1 pm on Saturdays. We will not work on Sundays or public holidays.

Traffic changes

Road closure on Feodore Drive will be in place for the duration of these Stage 2 works (including outside of work hours). Local access will be maintained for residents, however there will be delays.

Detours around Feodore Drive will be in place via Clementina Circuit. Traffic controllers will be in place to safely assist vehicles and pedestrians around our work area. Please see the detour map.

Bus changes

As we work in Feodore Drive, there will be changes to the 807, 827 and school bus routes. Buses will not travel along Feodore Drive between Clementina Circuit and Cecil Hills High School. A shuttle bus will operate to these stops along Feodore Drive between Cecil Hills High School and Clementina Circuit. Please follow all directional signage installed at bus stops and allow extra time in planning your journey.

As part of the Prospect to Macarthur (ProMac) project we are upgrading the existing reservoir at Cecil Park.

Currently, the existing reservoir at Cecil Park is offline while our Contractor, Freyssinet Australia, works to upgrade the reservoir. The reservoir can only be offline in the winter months when demand for water is lower. To meet critical program milestones and ensure the reservoir is operational in time for summer we need to continue our works.

Most of our other construction activity within Western Sydney Parklands at Cecil Park associated with the ProMac project will pause until we resume work on Saturday 31 July 2021, pending NSW Health Advice.

We will have a total of 15 workers attending this site each day. Our workers will travel directly from home to site and back each day and will have no interaction with the local community. Our workers will access the site from Elizabeth Drive, Cecil Park.

The health and wellbeing of Sydney Water crews are our top priority, including employees and contractors who work in the identified LGAs of Fairfield, Canterbury-Bankstown, and Liverpool. While urgent works continue, all crews are adhering to testing, social distancing, and mask requirements.

To ensure critical services continue and our environmental and safety risks are managed appropriately, some Sydney Water employees and contractors are authorised to continue working under the updated restrictions.

Our contractor Athassel Civil and sub-contractor Pezzimenti are currently working on tunnelling underneath Westlink M7 to install a portion of the new water main.

At the time of the NSW Government’s announcement to pause all construction activities, the tunnelling activities were halfway completed.

Due to the nature of the tunnelling equipment used and its potential impacts on the ground underneath the M7 roadway when not in operation, we have been granted permission to continue this work “to ensure the safe operation of existing transport infrastructure”.

In line with new restrictions introduced by the NSW Government on Saturday 17 July 2021, the ProMac project has paused construction work until 11.59pm on Friday, 30 July 2021, or as otherwise advised by NSW Health.

Over the weekend the project team made arrangements to close and secure our construction sites.

During the pause on construction, approved staff may need to attend sites to carry out essential and urgent environmental, safety and security activities which include, but is not limited to, security checks, fixing potential safety issues, water treatment plant operations, pump maintenance, surface surveys and inspections.

As required, all of the activities mentioned above will continue to be carried out in accordance with NSW Health advice. We will ensure to provide updates in the lead up to the work restarting.

The ProMac community team will be available throughout the construction pause to answer any questions or concerns you may have.

Starting Sunday 25 July 2021, work will begin to install electrical cabling by tunnelling underneath Cowpasture Road. To minimise impacts to traffic during the day, this work will occur at night and take 5 consecutive nights to complete, weather permitting.

Our work hours will be 6 pm until 7 am. If the work is delayed, it will be completed the following week.

During the works there will be changes to traffic conditions on Cowpasture Road. Lane closures and a speed reduction will be in place for the safety of motorists and our workers. Please see map overleaf for the location of work.

As part of the ProMac project we are building a new drinking water pipeline between Sugarloaf Pump Station in Menangle Park and the Narellan South Reservoir (see below map), to provide drinking water services for 84,000 new homes in the South West Growth Area and Western Sydney Aerotropolis Growth Area.

We plan to start investigation work in Menangle Park between the Southern Highlands Railway Line and the Hume Highway from Monday 19 July 2021.

Construction of the pipeline will then commence Monday 26 July 2021 near the Southern Highlands Railway Line and will move progressively east towards the Sugarloaf Pump Station.

The construction will take about a year to finish - around June 2022, weather permitting.

This work will involve:

• setting up site facilities and access tracks
• clearing trees and removing vegetation within 30 metres of our work area
• using plant and equipment to dig trenches and pits and remove spoil
• installing pipes and valves in trenches and pits, and connecting them to the existing network
• restoring the impacted area.

As part of the Prospect to Macarthur (ProMac) project, we are building a new water pumping station in Harrington Park (see map below), to provide drinking water services for 84,000 new homes in the South West Growth Area and Western Sydney Aerotropolis Growth Area.

Construction of the pumping station will start on Monday 19 July 2021 and will take about a year to complete.

Traffic changes

From Monday 19 July 2021, we will start constructing a vehicle entry/exit point to the work site from The Northern Road will commence. During this work, there will be some disruption to the cyclist and pedestrian lanes.

We’ll have traffic controls in place to safely maintain traffic, cyclist and pedestrian flow. Changes will be clearly marked by directional signposting. Motorists, cyclists and pedestrians are advised to take extra care when travelling in the area and to observe all project signage and traffic control directions during construction.

We have now completed installation of assets on Cross Street in front of Kemps Creek Public School and Christadelphian Heritage College and traffic flows as per usual along Cross St.

We will return to Western Road to continue installation of the pipeline between Cross Street and Elizabeth Drive, which will require a full closure of Western Road between Cross St & Elizabeth Drive during the daytime.

This work will take about 3 weeks, starting Monday 19 July, weather permitting.
