Prospect South to Macarthur (ProMac)

We previously advised you that work would commence from Monday 21 February 2022.

Unfortunately, due to unforeseen delays we have been unable to commence works as planned. We now plan to start establishing site facilities to support the dismantling of the existing reservoir from Monday 14 March 2022, with construction of the new reservoir to commence May 2022, weather permitting.

This work will involve:

• establishing a site office
• using elevated work platforms to dismantle the tank in sections
• lifting sections of panels with the use of a crane
• transporting components that can’t be re-used or recycled offsite by truck.

All workers will park within the Sydney Water site.

Construction traffic and impacts

There will be an increase in construction traffic around Currans Hill during our work and residents can expect to see truck movements on Turner Road, Ascot Drive and Manooka Road.

Sydney Water is working to expand our network to meet increased demands from growth in South West Sydney. In Bossley Park, we are installing a valve on Prairie Vale Road to control the pressure of water as it enters homes to ensure our existing and future customers continue to have reliable access to clean drinking water.

Upcoming night work

We have recently completed installation of the valve on Prairie Vale Road between Crow Place and Apache Road. We previously advised you that the final connection for this valve would occur on Friday 21 January 2022. Due to postponements out of our control, this work did not go ahead as planned. We are now ready to complete the final connection.

We will complete the final connection at night on Thursday 10 February 2022 between 8 pm and 6 am, weather permitting.

Water outage

While the connection is completed, some residents will experience water outages for up to eight hours on Thursday 10 February only between 9 pm and 4 am. Sydney Water will notify all affected residents in a separate letter.

Traffic changes

As we complete this work, there will be a temporary closure of the eastbound lane along Prairie Vale Road between Crow Place and Apache Road. All traffic will share the use of the westbound lane on a stop-slow arrangement. The footpath will be closed to pedestrians and traffic controllers will ask pedestrians to stop and wait before crossing the road.

Motorists, cyclists and pedestrians are advised to observe all project signage and traffic control directions during construction.

Construction activities

Construction activities will include exposing the existing water main to connect the new valve to the existing main with bolting and welding. There will be trucks and other construction equipment with reversing beepers working in the area. We’ll try to do the noisiest work early in the night, but there will be some noise after midnight at times when we backfill and restore the area.

We will return on Monday 14 February to complete a final restoration of the disturbed area.

As you are aware, we are building a new water pumping station and new water pipelines within Sydney Water’s Liverpool Reservoir facility in Cecil Hills to provide drinking water services for 84,000 new homes in the South West Growth Area, Western Sydney Aerotropolis Growth Area, Liverpool CBD and Menangle Park.

As part of this work, we need to connect new pipes to the existing network by tunnelling under Cowpasture Road. We plan to start work on Sunday, 6 March 2022, and expect to finish by the end of June 2022, weather permitting.

Our work hours

Due to busy traffic conditions during the day, we will need to do this work at night between 9.30 pm and 5 am, Sunday, Monday, Wednesday and Thursday night only. We know this is not ideal, but we’ll do everything we can to keep noise to a minimum including where possible loading materials during the day shift, using noise blankets to enclose our work area and completing the noisiest activities at the beginning of a shift.

We will also continue working extended Saturday hours, 8 am to 5 pm, with low noise impact works to be scheduled while night works are in progress. We ask that you bear with us while we get this work completed as quickly as possible.

This work will involve

• establishing a work area within the median strip on Cowpasture Road using barriers, fencing and noise blankets (see attached map for location)
• closing one southbound lane of Cowpasture Road and reducing the speed limit
• digging an exit shaft for the Cowpasture Road micro-tunnel using an excavator
• installing pipework, valves and valve pits
• use angle grinders and welding to build steel reinforced cages
• pouring concrete
• backfilling and compaction using an excavator and whacker plate
• testing and chlorination of the new pipework
• exposing the existing water main using a vacuum truck and connecting to the new main
• loading of materials from the Liverpool Reservoir site and transporting spoil back and tipping
• restoring affected areas.

We will be working in the shoulder and verge of Elizabeth Drive, Kemps Creek approximately 300 metres west of Kemps Creek Bowling Club to remove a temporary driveway.

The work will involve:

• changes in local traffic
• use of specialist plant to excavate and remove material from the verge
• restoring the impacted area.

The work will take place for 1 day between 28 February and 5 March 2022, weather permitting.

During the works there will be changes to traffic conditions on Elizabeth Drive. A speed reduction will be in place to protect workers along the verge of Elizabeth Drive.

On 2 February 2022, Sydney Water’s contractor Saunders has achieved operational completion on the new 60ML reservoir at the Liverpool Reservoir facility in Cecil Hills.

The reservoir is part of the Prospect to Macarthur (ProMac) project which is securing drinking water for the expanding communities in the South West Growth Area and Western Sydney Aerotropolis Growth Area. At Liverpool Reservoir, work is continuing to build a new drinking water pipeline, pumping station and re-chlorination plant.

The reservoir will be temporarily used as back-up storage to the existing tank until it is connected to the new ProMac water main in March. The new tank doubles the water storage capacity at the Liverpool Reservoir facility.

To ensure the tank was leak free before commencing service, Saunders undertook a final fill to 100% capacity throughout late January. This involved filling the tank in 20% increments over a three week period. At each increment, water was held for 24-hours and monitored.

The tank stands 13 metres high and is 80 metres in diameter, and can hold more than 24 Olympic-sized swimming pools worth of drinking water. 530 tonnes of steel were used in its construction and 15,000 litres of paint were applied to the interior and exterior.

The new reservoir will feed the main pipeline which travels up to the Cecil Park Reservoir. It will additionally feed pipelines within the wider ProMac network. The ProMac project is anticipated for completion in late 2023.

We are also replacing the reservoir in Currans Hill so that it can reliably supply water to the community for decades to come (please see map). We plan to start establishing site facilities to support the dismantling of the existing reservoir from Tuesday 8 February 2022, with construction of the new reservoir to commence April 2022, weather permitting.

This work will involve:

We plan to start establishing site facilities, investigating and surveying the area from Monday 21 February 2022, with construction planned to finish in August 2022, weather permitting.

This work will involve:

• investigating and surveying the area
• setting up site facilities
• clearing trees and removing vegetation within 20 metres of our work area • using plant and equipment to level the site and remove spoil
• construction of a larger access road and an unloading bay for trucks
• delivery and cranage of an oversize pre-constructed building
• restoring the impacted area.

There will be an increase in construction traffic around Bradbury during our work. Residents can expect to see truck movements on Karrabul Road, St Johns Road, Akuna Avenue, Greengate Road and Merino Crescent.

We plan to start establishing site facilities, investigating and surveying the area for the new re-chlorination plant from Monday 21 February 2022, with construction planned to finish in August 2022, weather permitting.

This work will involve:

• investigating and surveying the area
• setting up site facilities
• clearing trees and removing vegetation within 20 metres of our work area • using plant and equipment to level the site and remove spoil
• construction of a larger access road and an unloading bay for trucks
• delivery and cranage of an oversize pre-constructed building
• restoring the impacted area including re-vegetation to provide screening.

Construction traffic and impacts

There will be an increase in construction traffic around Mount Annan during our work. Residents can expect to see truck movements on Mount Annan Drive, Indigofera Circuit, Commelina Drive, Swansona Avenue and Moyengully Avenue.

We will return to Western Road to install a new power pole which will eventually provide power to the recently installed pressure reduction valve. The work will take place on Tuesday 18 January 2022, weather permitting. There will be no interruption to your power supply during this work.

This work will involve

• changes in local traffic
• using a pole borer to dig a hole in the road verge
• using a crane to lift the pole into place
• restoring the impacted area.
